Rent Control in Boston - An Emerging Debate as Ballot Vote Nears

With rents rising and opinions divided, voters are being asked to consider whether rent control is the right solution.

 

Boston’s housing landscape may be heading toward a major policy debate in November 2026 as a statewide rent control ballot question gains traction. The initiative would overturn Massachusetts’ long-standing ban on rent control and allow a policy that would cap annual rent increases at the rate of inflation or a fixed percentage, with certain exemptions for smaller buildings and new construction. 

 

Recently, Boston Mayor Michelle Wu said she would vote in favor of the proposed ballot question if it remains on the ballot in the fall, even though she has expressed some reservations about a one-size-fits-all statewide approach. 

 

Supporters of the rent control measure argue it could help curb rising rents and reduce displacement for long-term residents amid ongoing affordability challenges. Polling suggests a majority of Massachusetts voters are concerned about housing costs and may back the initiative. 

 

Opposition comes from other leaders and housing stakeholders who warn that strict rent caps could slow the production of new housing, discourage investment, and exacerbate supply shortages - concerns echoed by officials like Maura Healey and real estate groups. 

 

The debate over rent control taps into broader questions about how best to address housing affordability: should the focus be on limiting rent increases directly, or on building more housing and changing zoning to expand supply? Both approaches have vocal advocates and critics across the region.
